You're probably right. Certainly, Godflesh carries more weight if we're definining "heaviness" as the way the music makes one feel. Streetcleaner is a devastating listen. If this was a thunderdome, I would choose Godflesh over High On Fire in an instant.

If we're defining "heaviness" as what makes your neck the most sore, it's got to be the intro to "Devilution."
