If the bill is signed in that ten-day period, it becomes law. If the president declines to either sign or veto it – that is, he does not act on it in any way – then it becomes law without his signature (except when Congress has adjourned under certain circumstances).

I'm honestly shocked that anyone would think that such a person would be well suited to instigate yet another in a growing series of state-sponsored conflicts. America has an affordability crisis, and all manner of dysfunction, and yet somehow there's always more money on tap for bombs and jets and drones and destructive bullshit.
This is potentially very dangerous ad hoc war mongering that will be a major drain the longer it drags on.
