And they're in Florida (or perhaps Texas). And it's 1960-something. You know, when all engineers employed by places like IBM, General Motors, and Boeing were required to wear a white shirt and a dark tie, regardless of comfort, appearance, or safety (a necktie in a manufacturing environment is pretty much a noose waiting for an accident to cinch it up tight). Why? Because. Because the people in charge then were too closed minded to believe difference in personal dress was anything but subversive.
Men don't wear hats as frequently as they once did either. The short sleeved dress shirt/tie combination (particularly when worn over a cotton undershirt), is a sartorial habit ready for dismissal.
Plus, I just happen to hate short sleeved dress shirts. I gave up on them right around 1972 myself, and my parents thought the 1967 IBM corporate look was a good one...

I happen to enjoy the high and tight look of those NASA guys. Of course, no one is dictating that I have to wear such things.

Yep, very comfortable with this or with a short-sleeved shirt. If you can wear this outfit while shouting into a public telephone and throwing a paper cup of coffee on the floor, why, I'd say you're halfway to
there.

If you can pull off a moustache and I mean really pull it off like a dad pulls it off not like a hipster moustache then you can pull off the short sleeve shirt with a tie.
I can not pull off a moustache yet so I will not be wearing the short sleeved shirt/tie combo anytime soon.
