Wish Fulfilment - Sonic Youth
Shipbuilding - Elvis Costello or Robert Wyatt. A political song, I know, but it works because it is so desperately sad.
No Regrets - The Walker Brothers. Sad in that soaring sort of way
Goodbye - Emmylou Harris

Randy Newman - Cowboy
A disembodied John Ford Panavision shot of Arizona desert torn loose from the screen, stalking its own landscape, solemnly in search of a long-dead John Wayne. An exhausted, garish, agonizingly lost plaint from Newman, who, along with arranger Van Dyke Parks serve for 2:41 as pallbearers to the old American West. Tears your heart out before it occurs to you the song isn't even about native Americans. Then the real tragedy sinks in.
Scott Walker - The Bridge
In an alternate universe, middle-of-the-road crooner Andy Williams takes off his turtleneck and blazer, fails to show up for his Christmas recording sessions and develops a quiet opiate addiction. During a sulking contest with Jacques Brel, Andy decides to change his name to Scott Walker and cuts this titanic bummer opus, all funeral strings and plate reverb and alarming images of wasted lives, lesbian whores aging before our eyes and futile comedy.

69Judging by the contents of this thread everyone has their own definition of what makes a "sad song". Here is my contribution. Many of you may disagree but I have always thought that "Five Years" by David Bowie was one of the most devastingly sad songs ever. Musically, lyrically, production, etc. I always thought it was way too emotional to be an opening track for that album even though it is my favorite song on said album. Bowies screams near the end of the song make my skin tingle to this day.
