this sole, proper album by Ohkami No Jikan is really fantastic. been listening to it daily for a week or more.
also, "Mellow Out" is actually back in print and available online. figured it was OOP forever. i am fully obsessed with this band. much better than High Rise i'd say...
this one too. all that singer/songwriter stuff on PSF never really grabs me but this one is a winner.

82Mainliner is awesome. Sonic is fantastic, as well as everything else they have put out.
Asahito Nanjo...wow..I like him a lot. You can't go wrong with Kawabata Makoto.
Kosokuya's Jutok Kaneko is pretty amazing as well.
I still like High Rise a lot though.

I have seen Zeni Geva...they were fucking awesome.

86Yura Yura Teikoku. That roughly translates into, "The Imperial Sway." THey are real good psychedelic fuzzed out rock band. They frequently jam and are the best unknown Japanese band by a country mile.

On a more serious note, I'm surprised no one here mentioned Suishou No Fune, heavy Japanese psych, that's also very sparse. The one track I have of them makes me think of OM in that it's very minimalistic and repetitive. They've been released here in the states on Important and Holy Mountain.
