Indeed. It's just as rude and fucked up to approach a complete stranger and say 'I like your look' than it is to walk up and say 'that shirt is stupid looking'
You have absolutely no business doing either. Your thoughts on this man's style of dress, as important as you think they are, mean absolutely nothing to anyone but you. Keep it to yourself. Nobody is biting their nails waiting to see what you think of their shirt.

The fact you are standing there with a chick and he did it is even worse. You are there trying to get your smoove on and some dude walks up and decides he's going to get into your life for a minute, not just that but he's made a judgement about your looks and is going to share it with you whether you like it or not. Right in front of the chick.

Then he fucking comes BACK and tries to butt in some more. Right after he told him to fuck off!! What on Earth is this kid thinking? People get their head stomped on for much, much less.
