Will it really save energy like Bush thinks it will? Annoying? Or does China have the right idea by not observing DST at all?

I didn't know either until I turned on my computer the other day and there was a new download notice to update my computer's clock. I then looked it up and DST is a month longer this year!
It is starting March 11th, which is three weeks earlier than normal and it ends Nov. 4th (I think) which is about a week later....
Apparently, Bush signed this into law in 2005 and this is the first year it goes into effect....it is supposed to reduce energy consumption.
I have heard nothing about it on the news and had to search more than I expected to find info about it......

6I can tell you, this is a thorn in the side of the Information Technology business. We had to rush to patch up all the client computers, and the email system (Microsoft Exchange) and it's client (Microsoft Outlook) have to be patched as well. It's like Y2K, only with less time and budget. Some patches will not fix all issues (if you use Java apps, better check with your JVM vendor, Sun, Oracle, etc.). It will affect mostly calandaring (your March appointments will strangely move forward an hour, so if you have an appointment scheduled for March 18 at 8:00pm, it may have been moved to 9pm.
Worse yet, they are talking about reversing this decision in 6 months if there are no measurable gains (power savings, cost savings), which will require us to rollback all changes made to support this stupid system.
This is a good political example of how low-hanging fruit for politicians becomes a money pit and resource soak for corporations for dubious reasons. And when costs rise, who pays the difference? You.

7I really don't believe that it will save any energy, but I'm pretty happy that it's going to be a lot earlier in the year than it usually is. Winter is long enough, and having an early Daylight Saving Time will give the illusion that spring is coming even earlier than usual.
